SQW's second report, Evaluation of the SEND pathfinder programme:
Quarterly report - March 2012, published in June 2012, presents
a commentary and analysis on the progress made by 10 pathfinder
sites and is based on case study visits over February and March
It gives a snapshot of the initial start up phase of the
pathfinder programme and does not include information on all of the
pathfinder sites. The key findings have been summarised by SQW in a
The pathfinders are
testing out the main reforms set out in the green paper Support
and aspiration: A new approach to special education needs and
disability and the lessons learned from the pathfinders will
inform the changes made during legislation.
The Department for Education
intend to publish a draft Children and Families Bill in the
September 2012 for pre-legislative scrutiny by Parliament.
The draft Bill will be informed by early pathfinder learning and
evaluation. There will be further opportunities for pathfinder
learning and evidence from the independent evaluation to contribute
to the pre-legislative scrutiny stage in the autumn, the
development of the Bill itself and to inform debates on the
legislation in Parliament during 2013.
Findings from the independent evaluation are being used by the
Pathfinder Support Team, Mott
MacDonald, to support pathfinders as they develop.
